  • Human capital

    an economic concept based on skills and competences (M. Riboud, Study of the accumulation of human capital, Revue économique, March 1975). Human capital is defined as "a set of skills, knowledge and qualifications possessed by each individual. These are partly innate, inherited at birth; for another part, they are acquired throughout life. This acquisition is expensive, but yields a flow of future productive services. It is therefore an investment "(M. Riboud, Study of Human Capital Accumulation, Economic Review, March 1975)The effect of raising the level of education on increasing income is known. Investing in education is the most effective way to increase the earning capacity of human capital. The practice of a voluntary activity is also a way of acquiring training, and therefore of increasing this capital. This notion of human capital was theorized by the American economist Gary Becker and supplemented by the sociological stream of the Chicago school. In their approach, an individual cannot be reduced to his sole economic role (homo oeconomicus) as a worker; the public authority, the state, must invest massively for its well-being, especially in education.From a perspective of lifelong learning, intended to build a knowledge-based society, it is important to be able to identify and value all the experiences and knowledge acquired in different places: school, work, social activities in order to express them. in terms of skills and competences that will be understandable and valued in the labor market but also for social and educational purposes (Halba, 2014)
