    these notions have no homogeneity from a phenomenal point of view. The only common point between a murder, a rape, a fight, theft of a scooter, a graffiti, an insult to an official or the fact of driving a car without a license is their legally reprehensible character. The question of the increase in juvenile delinquency can only have wrong answers because these behaviors do not necessarily have the same perpetrators. The methodological rigor imposes to note a diversity of explanations and to admit a complexity. In particular, it is not a specific phenomenon and is only one aspect of the general increase in the number of people brought to justice.
